Gender Responsive Budgeting
 
The budget is the most important policy document of government. There is growing recognition of the fact that public expenditures and tax policies as defined in the budget have separate implications for and impacts women and men. It is essential thus to track public expenditure against gender and development policy commitments. It is essential thus to track public expenditure against gender and development policy commitments.

The State of Gujarat has announced its policy for Gender Equity- "Nari Gaurav Niti" in 2006. In order to ensure that these policy commitments are translated into budgetary allocations and programmes, the process of GRB has been initiated with ten priority sector departments. These include departments with high public expenditure like Health, Education, Rural Development, Tribal Development, Social Justice and Empowerment, Women and Child Development and Narmada, Water Resource, Water Supply and Kalpasar. Apart from these, departments of Revenue, General Administration and Development and Finance have also been included to develop a better understanding of the revenue receipts and how policies can be formulated within these to ensure a better and gender equitable society. DWCD along with Finance and GAD are the nodal departments to monitor the implementation and progress for GRB.

A High Powered Committee has been formed headed by Principal Secretary, Expenditure, to take forward the process. The first meeting of this committee has been held in May’2007.

Efforts are also being made to institutionalize the process within the departments. For the same, nodal officers are being appointed in each department. Two state level orientation workshops were also organized by Department of Women and Child Development, Gender Resource Centre, UNFPA, UNIFEM at SPIPA, Ahmedabad to educate and sensitize various officials of the state departments about the immediate and urgent need for Gender Responsive Budgeting as they formulate plans and budgets and are also involved in implementing the policies.

Currently, GRC is in process of GRB data Compilation from various Departments.
